General Functions

   

1. Powers exercised by the Regional Director, Survey and Land Records, Jammu (Ex-Officio Settlement Officer): Under section 6 of the Land Revenue Act, 1996 Svt., the Collector includes the Settlement Officer. The jurisdiction of the Settlement Officer in the district extends to the areas/tracts under Settlement.
i. Appellate/Reviewing Powers: The jurisdiction of Regional Director extends to Jammu, Samba & Kathua District. Regional Director acts as revenue court to hear appeals and reviews in the capacity of Settlement Officer (Collector) in Land Revenue Act.
ii. Under section 121 the Land Revenue Act, 1996 Svt., if, in the course of the updation of record of rights or revision thereof in any local area in pursuance of notification issued under section 22, any question of title arises, it is decided summarily by the Collector (Settlement Officer).
iii.The Regional Director, Survey and Land Records, Jammu is empowered to hear the appeals under the Agrarian Reforms Act in pursuance of the powers vested under SRO 127.
iv. Regional Directors are also vested with powers to withdraw and transfer any case pending before any Revenue Officer under his/her control.

2. Updation of Land Records, Survey/re-survey under Settlement of the villages/estates: Under section 22 of the Land Revenue Act, where it appears to the Govt. that a record of rights for an estate does not exist or that the existing records of rights for an estate requires revision, it may by a notification direct that a records of rights be made or that the record of rights be revised, as the case may be. Thereafter, the process of updating the records starts with the adoption of the procedure mentioned in the Hidayat Bandobast. The record of right of any village is prepared during Settlement under the signature and seal of Settlement Officer.

3. Preservation and maintenance of Land Records: Regional Director is also the repository of all old revenue records of the 10 districts of Jammu division besides the records of the villages of POK, Financial Commissioner Revenue, Special Tribunal, Agrarian Reforms etc. and ensures its maintenance and safe custody in Central Record Room Jammu. The Record Room contains record pertaining to the years 1926 BK, 1951-1952 BK, 1979-1980 BK and the records of the recent Settlement and all the vital old records such as Misal Hiaqiat, Jamabandi, Field Books, Cadastral Maps etc.

4. Inspection of the Revenue Records: Regional Director, Survey & Land Records can inspect/verify various records and registers maintained by the revenue officers/officials in its local jurisdiction is one of his/her primary function.

5. Regional CEO JakLaRMA: To get land record computerized and mordernized the administration and management of the same, Regional Director also functions as Regional CEO to implement Digital India Land Records Management Programme (DILRMP) in his/ her area of jurisdiction, which is being implemented in the J&K State by JaKLaRMA. Regional Director oversees all the activities undertaken viz. Scanning of revenue record, digitization of cadastral maps, integration of textual and spatial data, Survey/ Re-survey/ Updation of land records, Ground control points, etc.

6. Superintendence and control of Administrative functions: The Regional Director, Survey and Land Records, Jammu is the controlling officer of the Patwaries, Girdawars, Naib-Tehsildars, Tehsildars and ASOs working in the tracts under Settlement. Drawing and disbursing powers, controlling officer of the Central Record Room, Jammu etc.

7. Section 27(a) of Land Revenue Act: Vide SRO 517 dated 13-12-2013, the Govt. has designated the Financial Commissioner Revenue as the competent authority to take action under this law. Accordingly, the Financial Commissioner Revenue Vide Order No. FC-Sett/41 of 2017 dated 08-02-2017 issued under endorsement No. FC-Sett/151/2008 dated 08-02-2017 has constituted a committee headed by the Regional Director, Survey & Land Records, Jammu, Assistant Commissioner Revenue/Sub-Divisional Magistrate concerned and the Tehsildar concerned to investigate and recommend the rectification of the mistakes in the Record-of-Rights prepared during the recent Settlement Operations in the State.

8. 1st appellate authority under RTI Act: The Govt has nominated the Regional Director, Survey and Land Records Jammu as 1st appellate authority under the Right to information act 2009.
